Headlights first and foremost are for safety.  They help you see in low light and inclement weather situations. They not only help you see but also be seen. They are a very critical safety component of your vehicle.

Headlights are no longer made of glass. They are now a polycarbonate plastic with a clearcoat applied to the surface. Overtime this clearcoat deteriorates from road debris and UV rays causing a dull hazy oxidation. This oxidation blocks a certain percentage of light that shines through.
